Odell Urban Unincorporated Community Plan Project
A collaborative work session will be conducted with the County Planning Commission and Board of Commissioners to hear a presentation on the draft Odell Housing and Public Facilities Report from ECONorthwest and County Planning staff, which pertains to Phase 1 of the Odell Urban Unincorporated Community Plan project. Public input will be invited during the session, with a time limit of 3 minutes per speaker.

We support Option A.
Option A includes Areas 1, 2b, 2c, and 4.
It gives significant and ample opportunities for developing affordable and multifamily housing while connecting the two areas of Odell. Considering all the census results and projections,Option A would provide sufficient housing expansion for the next 20 years.
After careful consideration, we believe that Option B is not a suitable choice for the following reasons:
1. The added areas (2a and 3) and concepts of a “reserve” do not meet the exception process and seem unallowable based upon Oregon land use law.
2. The added acreage (areas) are not needed based on growth estimates from the census and other sources predicting 10-20 years out.
3. Areas 2a and 3 are high-quality farmland that is in use, supports important crops, and is surrounded by the same.
4. These areas won’t result in affordable housing; for example, Area 3 is approximately 50 acres and would only result in approximately 5 lots when divided the way the plan describes.
5. These areas are not serviceable. The water, sewer, and/or other utilities are defined as not serviceable and would need substantial improvements and tax dollars.
6. The adjacent lands are working farms such that developing these areas would impede farm activities.
7. As soon as these areas are included in the boundary plan (even if called “reserve”), the land could and very likely would be divided into parcels and developed as a handful of expensive houses, each on lots of approximately 5 acres for Area 3.
